MPEG TS package size, change to 192 bytes does not work

Hi,

Normally the TS stream consists of 188 bytes package size. 
Modifications of transport stream specification for random-access media 
(M2TS) adds a 4 byte time code in font of the 188byte packgage creating 
a 192 byte package.

How can I create such a TS stream. In the preferences I can change the 
package size from 188 to 192 bytes but this still results in a 188 byte 
package.

I set the package size to 192 in the following way.
Tools -->Preferences
Show Settigs = All
Stream-output --> Muxers --> MPEG-TS (libdvbpsi)
At the bollrom there is a attribute "Package Size in bytes to encrypt" 
which I changed from 188 to 192

I use VLC 1.0.1
