Update OpenCv Sample to version 4.x.x of OpenCv

Hello,

For those with the OpenCv 4.x.x development version in their environment,
the VLC 4.0.0 build failed on this source code: opencv_example.cpp. This
source code appears to implement an old version of OpenCv library. Here's a
working port to OpenCv 4.x.x.
