It was a badly written answer - it can be interpreted two ways.

When someone asks a question that boils down to "Is it free or payable?", it is not sensible to answer "No".

Not sure why guilio is saying no as I've read various times that you are free to use VLC as you want.  You could always check out their EULA though.
