equalizer doesn't seem to be in circuit

I go to Tools>Effects and Filters. Audio effects, Graphic Equalizer are 
highlighted, and Enable is checked, but
the sliders do nothing at all.  What am I missing?  Using VLC on Linux 
Mint 64, KDE.
