Text based stream input using VLC or Multicat

I'm trying to figure out how to select a single camera from a multicast stream of 176 camera video's and stream the single camera back home.
I would like to create a web page that launches multicat or vlc, selecting one of the cameras and stream out a port using http or rtp.
Using VLC I can stream but the stream only lasts about 4 minutes then all SAP announcements disappear from VLC playlist and stream halts.
This is the input stream generated from VLC.

I'm also struggling with output stream but if I can get this input stream to save as a .ts or .mp4 file for starters I think I'm halfways there.
Can anyone recommend how I recraft this input statement into multicat as a good source?
