How to select YouTube stream/quality?

Hi!

Is it possible to select between the different resolutions/quality settings
when playing youtube video?
I am writing because the introduced 60 fps videos recently and I want to
play the 60 fps version.

Example: https://www.youtube.com/watch?v=3aerBT3RdqA

When I open that URL in VLC, it plays the 720p30 version.

(using VLC 2.1.5 on Windows 7)
