If your file is mpeg 1 or 2 /ts, VLS should definitely be able to stream it. 

In order to check whether it is a problem with the file or in the syntax
of your configuration file, you can  try to start your vls using command
line.

Try something like

vls --ttl 12 -vvv file:/path/to/your/file.mpg -d udp:destination_address
