PHP / MySQL frontend for VLS

Hi,

I was wondering if there was any work being done on a content management
system for VLS.  A logical choice could be to base it on PHP / MySQL with an
html interface.  An ideal canidate would:

allow user login and privlidges (unlogged users would have guest privlidges)

automatically log and save MPEG transport streams indexing them with their
metadata or the DVB standard system, which ever is applicable.

Able to work with several TB of video archives

Show jpeg thumbnails of video matches when performing a search.

Is there any work being done on something like this?  It seems silly to
reinvent the wheel if someone is already doing it.
