I need help with VLS and OSX 10.3

I am running Mac OS 10.3 server and have the developer tools installed 
from the xtools CD that came with the 10.3 distribution.  I am getting the 
following errors and can't get it to compile.

I am trying to configure libdvdpsi and get an error: 

configure: error: C++ preprocessor "/lib/cpp" fails sanity check

Then I try to configure libdvdplay and et an error: 

configure: error: can not build a default inttypes.h

Then I try and configure VLS vls-0.5.5 and get the error:

 configure:  error:  C++ preprocessor "/lib/cpp" fails sanity check

So I am unable to use VLS on this machine.  Does anyone please have any 
answers on what I have set up wrong or how I can get this to work???

I would greatly appreciate it.  Does 0.5.5 VLS just not work on Mac OS X.3 
yet???
