VLS cannot create a sdp file, have a look at the minisapserver for sap
annoucements

If I remember correctly, this is the PID, given in hexa and decimal, of
the video es of the stream

VLS can stream MPEG4, but only if it generates it itself (v4l) or if is
it muxed into MPEG/ps or MPEG/ts. It cannot read it from avi.

Please have a look at vlc stream output for a program that can stream
avi, and generate sdp files.
