[streaming] Real time dynamic change of essential encoding parameters

Hello All,


I need to change dynamically in real-time some essential encoding parameters
(e.g. video bitrate etc.) during the video streaming process without
stopping video capture or opening new video files.

  However, I've tried to change the above mentioned encoder parameters
during H.264 video streaming process. The real-time bitrate adjustment
during H.264 streaming from DV camera using VLC 0.8.6c GUI working well (i.e.
using FireWire DV camera, only).

However, in my case I have to adjust video bitrate etc. using command line
parameters, only.  Is it  possible?  If it is not, I wish to open a new VLC
task. So, please help me as I am able to do it?!

P.S. Whether probably to use MSVS 2005 compiler to compile VLC?
