[streaming] relay mode + fix image

hello,

Is it possible to get in a vlm file  a relay (duplicate) video stream + 
an image (png or jpg) without using mosaic ?

What I would like to get is :
- when I receive video stream, I relay it
- when I don't receive stream, display (relay) an image (png or jpg) and 
if video stream is back, relay it instead of image

Right now I'm using mosaic to do that but I don't think it's the better 
solution.
