[streaming] is it possible to stream with VLC (using TCP) from other server that control channel is opened?

hi,

Is it possible to stream with VLC (using TCP/interleaved) from other server 
that control channel is opened?
or is it possible to re-route control channel?
or open another port for interleaved (TCP stream) packets?
or to tell VLC that interleaved packets are received via specific TCP port?

If any of these are available in VLC, please inform me, i would help my 
implementation a lot! :)
