[streaming] Help with audio latentcy VLC 1.0.3

I am using VideoLan (Windows version)for close to real time audio
streaming. Right now the lowest I can get the latentcy to with the
released version is approximately 2 seconds. I would like to get this to
under 1 second. I am willing to contribute (monetarily) to videolan to
get this help.
Is this an appropriate place to look for this type of help?
