Cursory Dirac Tests

Hi,
	I contrived some source material to shove through the Dirac
encoder. The data is one frame, 320x240 in size, SD576 mode (standard def
parameters), qf=20, YV12.

  uncompressed: 115200 bytes
    compressed:    129 bytes

Wow! That's, like, 900:1 compression ratio, on I-frames! Well, to be fair,
that sample was constant greyscale data (will be good for creating a new
decoder implementation). Next sample data was taken from /dev/urandom:

  uncompressed: 115200 bytes
    compressed:  58667 bytes

Hmm, only 2:1 ratio. Next, to contrive some data that simulates video data
a little more realistically, a file of values that are 128 +- 0..15 (so
the values are a little more similar to each other):

  uncompressed: 115200 bytes
    compressed:  10775 bytes

About 10:1. Hopefully, when we get this thing hooked up to ffmpeg, better
testing can be performed.
