A52/AC3 spdif resampling.

AC3 on a DVD comes encoded to be played back at 48khz PCM rate. AC3 on a CD comes encoded to be played back at 44.1khz PCM rate. Some sound cards can only output 48khz non-audio spdif data(e.g. SB Live), but if I try to send a spdif frame from a CD over a 48khz non-audio spdif link, the external receiver/decoder outputs a "sound, small pause, sound, small pause" etc. So, the decoder has set it's PCM output rate to the same as the spdif data rate, which in this case is 48khz. But as we only have a 44.1khz AC3 audio frame, it pads the space with quiet PCM samples. I would like to do some software manipulation on the AC3 frame before outputing it, so that it is converted to a proper 48khz AC3 frame. I know that data is stored in the AC3 frame in the frequency domain, so I would not expect to have to convert the AC3 to 44.1khz PCM, resample to 48khz, and then back into AC3. The only problem is that if the AC3 frequencies stored are different when encoding at 44.1khz than at 48khz. Can anyone answer these questions?
