Two ways to fix this, given the presence of libpulse-dev when you did that
build:
1. Remove the # from the start of the line containing "pulseaudio" in
debian/libxine1-misc-plugins.install and add libpulse-dev to the Build-Depends
list in debian/control, then rebuild ("debuild binary" should do the job) and
reinstall libxine1-misc-plugins. (This will be done in 1.1.9-1.)
2. sudo cp xine-lib-1.1.9/src/audio_out/.libs/xineplug_ao_out_pulseaudio.so /usr/lib/xine/plugins/1.1.9
