OK, I assume you mean
 /usr/lib/xine/plugins/1.1.10/xineplug_dmx_image.so
/usr/lib/xine/plugins/1.1.10/xineplug_dmx_mpeg_elem.so
instead of
/usr/share/xine/plugins/1.1.10/...etc

They are both there.
That is where the rpm package xine-plugin-1.0-3.fc7 installs them.
To give you the benefit of the doubt,
I tar'ed  the directory /usr/lib/xine to /usr/share and retried the 
configure.
Same problem.
