video racing

I am seeing a problem on one atsc channel (NBC), where the video will stop for several seconds and then go fast forward to catch up
with the audio which plays fine the while time. It does the same thing on play back of recordings from that channel but not always
in the same place. Using a converter box, the channel is playing fine and thete is no pixelizing like you would get with weak
signals.
