Yes.  There's been a development tree for quite some time.  It was
recently merged into xine-lib 1.2 although I've heard there are some
bugs from the merge.  I'm using a patched xine-lib 1.1 and it works
great.

None that I'm aware but I mostly only play mpeg2 and mpeg4 video/tv.
