xine-lib questions (windows builds, audio-only, id3/other tags)

Hello. I have some questions about xine-lib. 1. I want to write crossplatform application that uses xine-lib. For linux, there are no problems installing xine-lib. For windows, I don't know where can I get "official" binary builds (for mingw preferably). Does they exist at all? 2. I want to play audio only (so, I don't want any X initializing). Is it possible? 3. Does xine-lib gives API to read mp3 id3 tags (or other file types' tags)? I need separate artist/trackname/album/year for example. Where should I look at?
