You should see that file at:
src/video_dec/libvdpau/alterh264_bits_reader.h

Maybe your hg clone was incomplete. This has happened to me before. To
resolve I just do another fresh clone and it's fine.

Btw, I use xine-lib-1.2 vdpau for several Intel Atom/Nvidia ION
systems. Works great here. :)
