A licensing question

This might be a bit off-topic, but since xine is GPL licensed, the
following question arose here:

If software uses xine-lib by dynamically linking to it, does this
software need to be GPLed, too?  What we have in mind is to provide a
Lua binding to xine (which is open source under a BSD license).  But now
what happens if anyone uses this Lua module (which would dynamically
link xine-lib), can he license his Lua program still like he wants to?
