Making xvid_encore(enc_handle, XVID_ENC_ENCODE, &enc_frame, &stats); returns constant value

Dear Guys,

I am developing some application with a remote device, however, due to speed
and bandwidth constraint, I can not get the correct value of xvid_encore to
be received, can you tell me how to set the encoder to give a constant
value? although, I know it will affect the picture.
