   No.  bootstrap.sh runs autoconf, automake and libtoolize, where, on 
my machine (cygwin), config.sub gets created by libtoolize.
(versions on my system: autoconf 2.57, automake 1.7.6, libtool 1.5).

Try running the tools manually (without redirection); with any luck 
there should be a descriptive error message why libtoolize doesn't find 
config.sub on your system.
