No video when first few encoded packets are lost

Hi, I am streaming video data encoded through xvid codec. I am using the xvid codec provided by MPEG4IP project api version being 2.0. I am facing the following problem: Due to lossy network I sometime lose the first few encoded packets which have been encoded when the video streaming starts, so the decoder gets the packets from an intermediate position. These packets when decoded and displayed shows green screen and there is no video at alll for the rest of streaming . How can i solve this problem? Is there any setting in encoder or decoder that should be done so that the video is displayed no matter whatever packet is lost? I tried to send all I frames by the encoder by setting intra option to 1 but that did not work. I am not sure whether this is encoder problem or decoder problem. Posting this message to decoder forum since the problem is seen after decoding.
