maximum bandwitch limit with XVid

i'm developing a streaming programm that uses XVid. There is no documentation 
on your site! 

That's why i ask you my question:

Im deleloping a programm, that streams thru web using udp. That's why i have 
to set a maximum bandwich limit ( from 10kbit - 256kbit). How i does do it? 
I dosen't found anything about the divX4-encore(encode(void* handle,int 
enc_opt, void* param1, void* param2) function on this site.

I would be very amused, if you can give me a answer or a hint.
