Fixed_Quant first pass?

Is it possible to make a fixed quant first pass?
I would like to use a fixed quant first pass possibly at quant=4  
(that generates a stats files) for a estimate of the required bitrate  
which my program could then use as a bitrate input for the 2nd pass.

This would allow for ::cough:: constant quality between videos.
