Zones not working in v1.1.3 - Weight, Quantizers

Hello, I'm having trouble with zones. I'm using v1.1.3, MPEG2 stream with 2-pass, I want credits to be encoded at a lower bitrate. I've been testing the zones with many different variations, using weights and quantizers in different variations and sets, however the problem persists. And the problem is that no matter how many zones I set, or what quantities I use for settings, the encode only responds to "zone 1" settings. So if I set Zone 2 with either weight 0.3 or quantizer 20, and Zone 1 with weight 1. The bitrate of zone 2 will be the same as zone 1, it's as if zone 2+ is ignored. Could anyone help with this issue, I just don't know what to do anymore.
