New user: U.S. telephone number

For several years, have relied on Skype services, to include a paid
subscription for a U.S. telephone number (area code 651)
said subscription costs roughly $65/year (not unreasonable)
Recently, I "migrated" to Zorin OS 17 (Ubuntu 22.04)
Hence, relatively new to the environment.
As far as I understand, "SIP" is the U.S. telephone number function to
which I refer.
Primary questions:
1) how do I install Linphone? (via Zorin "store"?)
2) is "softphone" software also required for desktop functionality?
(i.e. which?)
3) how do I set up the current U.S. Skype number for Linphone?
(aka "migrating"?)
My understanding:
The (my) purpose(s) of the U.S. number is the following;
When calling my U.S. bank, or my brother's cell phone, my "651" number
shows up in their caller ID.
When logged on to my PC (and linphone enabled on my desktop),
others (i.e. relatives and/or my bank), in the U.S. can dial my"651" area
code number and will be connected to my PC.
When not logged on, notification of missed calls will appear when logging
on to PC/Linphone.
In essence, wil this have the same, or similar, desktop functionality as
Skype?
I currently live in Poland... payment for a U.S. telephone number would be
from my stateside (Wisconsin) credit union account, with a U.S. mailing
address
