Exception javax.sip.InvalidArgumentException: Address already in use

Well, It is not a Bug report. Sometime (not always!) I got this
exxception after I restart the JAIN SIP application. I tried to find out
the reason but failed. Seemed that a exception from TCP/IP Native code?
Just want to know when and how comes such exception.
