reinvite or refer

Hallo,
I am writing a B2BUA based on JAIN SIP, the senario is:
There is a media session between A and B with help of a B2BUA in middle:
A-----B2B-----B
C
now I want to redirect the media stream from A-B to A-C, so should the
B2BUA send Refer or reInvite to A (for leg B2BUA-B, simply a BYE,
or?)?
