Under certain circumstances, a 100 Trying response may be sent for BYE (see new RFC on non-INVITE transaction fixes). But in general, non-INVITE requests should be responded to with a final answer as soon as possible. This is because for UDP the UAC will keep retransmitting the request, even when it receives a provisional response (although with a longer interval)

For INVITE, the idea is that interaction with a human is involved, and humans are slow. A provisional response for INVITE stops retransmissions (and enables other pre-session request-responses such as UPDATE, 100rel with PRACK, etc). All other requests require a quick (<500ms) final response

So a user receiving a BYE does not get to say "hmm, let me think about it...".

        I'd like to clarify if a SIP Provisional response (1xx) may be sent in response to a BYE Request. As per RFC 3261, Sections 17.1.2.2 and sections 17.2.2 both client and server non-Invite transactions can handle a Provisional Response to a non-Invite request. 
  So I'm assuming this applies to the BYE Request and is supported by the NIST SIP stack. Is this correct? 

  All descriptions of 1xx responses are tied with the INVITE message and hence the question.
