Jain SIP API and Parlay

Hi.
Nowadays there is a group (consortium) called Parlay. This group is defining
high level interfaces to services to NGN (Next Generation Networks).
Examples of services are:
Session Control and Presence.
Such interfaces are being codified by the JAIN community , by using JAVA.
Now, I wonder:
Is the JAIN-SIP-API codified under the Parlay's interfaces?
That is, does the JAIN-SIP-API follow some Parlay specification? If no, why
not?
