Multiple stacks per vendor allowed.

This may be of interest to those who are trying to deploy JAIN-SIP in a 
managed environment  ( i.e. SIP Servlet, JAIN-SLEE etc. ) .

JAIN-SIP 1.2 has made a small but significant change. You can now have 
multiple stacks per jvm. One stack per vendor per stack name. i.e.


javax.sip.STACK_NAME="foo"

and

javax.sip.STACK_NAME="bar"

correspond to two stack instances for the same  factory path (i.e. 
"gov.nist")  provided you do not specify the IP address as a property 
when you create the stack ( which is deprecated in v 1.2 ).

Note that each stack instance can have its own listener.  The stack name 
is hence used as an identifier for the stack instance ( provided the IP 
address is not specified for the stack during creation) allowing each 
stack to be managed independently (using jmx for example).

 This is the last and final change for this specification iteration. All 
other change requests will be deferred to the next version of the 
specification.

This change was accomodated as a result of user feedback from users.
