computation of dialog id

Hi,
I had a problem with dialog id matching with a third party app, so I
referred the RFC (3261).
If I understood section 12 correctly, dialog id computation should be
done only on the call id and the from and to tags, and not the entire
content of the from and to header, which is what nist-sip does. Am I
correct? if so, the code in DialogId should be changed.
