NIST SIP can't handle REGISTER

I'm using NIST SIP 1.1 (CVS tag JAIN-SIP-1-1) as a registrar.  When it receives
a REGISTER request, instead of sending a 200, it just sits on it.  Is there a
bug with this version?  If so, how to resolve or debug?
