Is NIST SIP 1.2 stack SIP Connect compliant?

Could you please shed some light on to what degree the  NIST SIP 1.2 stack is 
SIP Connect compliant? -OR - provide any other information on NIST SIP - SIP 
Connect compliance matters?

I mean, what RFCs are supported, etc - based on SIP forum recommendations:
