[nist-sip] Expires header in NOTIFY request

But, if the last response has this header, the jain-sip adds the Expires header when calling dialog.createRequest(=93NOTIFY) method. And if this is right, I think that a expires parameter should be added in Subscription-State header When sending a notify request with pending state In Referee.java of the refer example.
