You can ask on sr-dev mailing list when you have some questions about the existing C code. I use vim-gui variants (macvim or gvim) most of the time for development, because I got used to it for long time. I would say that these days VSCode would be a good, still simple, ide/code editor -- plenty of extensions for c development.
