It might be interface/driver dependent, but I think many times things like ECN are handled at the kernel or even interface hardware level and so they don't even reach the application (Kamailio).  You might look at RTCAgent, although I'm still not sure if it captures this data:

The goal is to analyze the call trace using an automatic tool that validates the SIP call.

My architecture:
Private endpoint (private network) (UDP) ⟷ (UDP) KAMAILIO (TLS) ⟷ (TLS) Public endpoint (Internet)

sipdump is enabled on KAMAILIO to capture the decrypted TLS packets, but it does not include the IP header, as I mentioned, and more specifically the ECN value.
