I actually found the solution some time ago but forgot to update here.

While reviewing the dialog module documentation:
https://kamailio.org/docs/modules/stable/modules/dialog.html#idm1677

I noticed that the dialog state change is triggered by loose_route. I realized that if I set the flags before calling loose_route, the flag information is correctly propagated to the pua_dialoginfo module.
