Info: mailing lists new subscription approval may take 10-15 minutes

Hello,

lately we noticed spammers subscribing to sr-users or sr-dev mailing
lists and very quickly after (within seconds) they send a spam message.

Spamassassin doesn't seem to catch all of them, therefore we added a
mechanism to delay the approval of new subscriptions (with confirmed
subscriber email address), which can take 10-15 minutes.

This email is mainly for the archive, to be easier to find out about
this policy, because nothing changes for the existing subscribers. But
if one existing subscriber unsubscribes and later subscribes again, then
have in mind that questions or answers to mailing lists can be posted
after 10-15 minutes.

A note about it was added on the web site as well:

  - https://www.kamailio.org/w/mailing-lists/

Let's hope the spammers move away, or at least don't adjust to this
policy and send their spam after 10-15min.
