Fragmentation shouldn't be a problem on a healthy network, and over UDP 
is of course expected. If it's not a systemic problem (i.e. it's just an 
occasional lost frame) then adjusting the retransmit timer should be a 
solution. (A different transport like TCP or WS would then also 
experience lost frames and also have to rely on retransmits.)

If fragments generally don't work then you should troubleshoot your 
network if at all possible, as that is not normal.

Or of course fragmentation could be entirely unrelated and perhaps your 
rtpengine instance is just overloaded in some other way.
