Using Elements Menu

Can't find answer though sure is in documentation and/or this forum. Please
forgive.

Clicking / dragging etc. does not work. How do I incorporate the Elements
graphic menu icons to generate the proper XHTML at the insertion point
(rather than hard coding it myself as I am doing in the attached image?
