Bug with <img style="height:100%>

My code is:

<div style="height:10em">

<img style="height:100% / scr="..."></img>

</div>

I just want my picture to display full of the DIV, but it show as it actual
size. this code can well treated by both IE and Firefox, and W3C's html 4 is
also defined that height can be given a % length.

Is the a bug? or there is a new way to write?
