Fixing "marign" seemed to have no noticeable effect. However, there was 
also the following error:

#footer
{
    clear: both;
    background: #387A9B;
    color: #fff;
    padding: 5px 3%;
    text-align: right;
    display inline

Which should have been:

#footer
{
    clear: both;
    background: #387A9B;
    color: #fff;
    padding: 5px 3%;
    text-align: right;
    display inline;
}

This fixes the positioning of the footer, but does not fix the 
background rendering.
