Upload button greyed out

Hello, I am trying to upload an xml template to Blogger. I click on Backup/Restore, then I've downloaded my current template which is fine but the upload button to upload the new one is greyed out. I can't click on it. I've tried it in Google Chrome and Safari and its the same on both.
