Update Template from API

I'm currently using Blogger as my platform and I'm trying to use a grunt 
build to be able to quickly develop a blogger template and upload it to a 
test account to try it out since there isn't a way to 'emulate' the blogger 
engine locally.  Having the ability to do this with the API would greatly 
improve the workflow instead of manually updating it every time there's a 
change.
