b) Deal with "Feed not enabled": Your friend, for some reason has this 
setting disabled. As far as I know, this setting is enabled by default. 

Go to Settings-> Others -> Allow Blog feeds. 

a) There is no such api which would give you a list of used ids. Also, you 
can't get a random list of blogs, since there is no API for that.
